Is there a tool in Adobe Photoshop Elements for staining of color instead of color in it? As eye shadow to add?

I wondering if there was a tool in Adobe Photoshop Elements simply add color tint, unlike the color. I know I can select something, then adjust the tone, but I'm looking kind of "sponge on" something. I have a picture of a person not wearing makeup, and I want to make it look like wearing eyeshadow, so I'm looking for a tool that just hit the parties tint an image. Anyone? : – / Thanks! I had no idea of adjusting the opacity can do that! You rock!

You should be able to do with the brush tool and just adjust the opacity on the brush down. Or you can simply select the area stained and the use of a paint bucket in the selection, by reducing the opacity. Hope this helps!
