Anybody know a recipe made oil free makeup remover for eyes?

I do not buy eye makeup remover, it can be costly. And certainly not need any oil, because I have a very bad skin and I do not want my acne worse. Does anyone know something I probably in my home or they can get very cheap makeup that is not fat but removes the eyes? Thank you!
