You're supposed to dry out makeup primer before applying makeup?

I know some people like to use makeup moisturizer when is still a bit wet. What about makeup primer? I put on moisturizer first, let dry, then put on the card. I do not are completely boring, but something a little dew, and between the two.

Yes let it dry. The whole thing is such that it provides a smooth surface for makeup to continue. If it is not dry, slightly sticky-ish.
