First makeup artists really nessecary?

While I was reading in Allure magazine a while ago and an article on makeup and in the article, He said it is first nessecary when applying eye shadow and you can skip them it.Are rght?

Help e / s in the room for long periods time, so if you will be using e / s for 12 hours … or dance or something .. will prevent your e / s to meet. any cream base shadow function as a manual. you do not need to buy Urban Decay Primer Potion or too much insurance against eye shadow or something. You can even use your concealer on eyelids as a manual for your shadow! i love MAC paintpots and paintings as the basis for my e / s.
