Good primer composition of heat and humidity, and even oily skin?

Recently moved to a region where summers are hot and moist. I've never had a problem with the makeup room before I moved, but now in the summer, it melts, dirt and stains (Yuck!). I also very oily and acne-prone skin that does not help the situation. What is a good database base / primer for my skin type to keep my makeup by rain, hot summers?
