Distortion in Photoshop CS3? Help?

I get into digital editing of photos and lots of makeup. I just got PS CS3 and I can not for the life of I find a way to distort certain parts of an image. I have seen video tutorials in which the chain brushes eyeshadow to match your eyes (which is what I'm really interested). Just use the selection tool to select the area you want to focus before chain choose Edit-> transform->. Click OK when finished and return to be an option.
