Is there any way to make my eye makeup colors seem much brighter than they are for more extreme looks?

Is there any kind of base or other strategy or *something* that’ll make normal colors really POP? Any tips for bright, colorful extreme eye makeup?
Actually, yes, I was going for the very unnatural colors look. Extreme, bright, not-found-in-nature, etc.

I used to be a make up artist. When someone really wanted the colors to pop I used a cream shadow base and then piled the colors on top of that once it had dried. If you want to stay reasonable L’Oreal HIP colors are great when used with a cream base. They stand out a lot. If you have a little bit of money to spend go to mac. Some of their colors are so bright its scary.

Estee Lauder makes an Eye primer deal that works pretty well too! But, its expensive.
